No. People shouldn't be punished for exercising bad taste. They are in need of our help and deserve our compassion. Anyway
if we started executing people with mullets, where would it end? It sounds like a slippery slope to me. The next group to be executed would be people with comb overs, then people with bad dye jobs, etc. Besides, aren't mullets associated with a particular culture? If so, we should respect hairstyles of other cultures and try to understand them.
