So a deer crosses the road....fault?

A driver on comes to a complete stop on a reasonably high speed road when she sees a deer cross the road and is fearful another deer might cross. The car right behind her stops in time, the 3rd car back doesn't stop in time and an accident ensues. Who is at fault?
