Speed signs in College car park ?

I don't think so as one is controlled by the local authorities and the car park is most likely owned by the college.

The sign cannot be legally enforceable - it is a recommendation. The car part is not a public road.

It's not really easy to enforce... Most cars don't even start registering speeds between 0-10 MPH correctly... Even my car's speedometer has larger, standard gaps for 10-140 MPH and 0-10 is about 1/4 of the size, and putting the needle at the halfway point isn't necessarily 5 MPH.

Therefore in this case, as long as you're not racing your car in the parking lot, you're good.

the limits are there for the safety of pedestrains walking through - shopping mall and other car parks have them as well
it is not likely they have speed cameras in there as these are quite expensive...and not too accurate at low speeds

some car parks are declared or registered to officially count as a public street, even if they are on private property.
so all the normal traffic regulations apply....seat belts, alcohol llimits, using a mobile phone etc. I don't know how you would find out if your college car park counts this way.
But either way the college authorities could impose a fine on you, but would not have the power to take points from your licence.

just drift through as slowly as you can and don't hit or frighten anybody.

This is private land and as such the speed limit is not enforcable. The same goes for yellow lines and disabled parking bays.
Public road = enforcable
Private road = Not enforcable

The police are unable to bring prosecutions for driving in excess of speed limits on private roads. Your college may, however, have some other punishment in store.

I agree, 5 mph is well nigh impossible to maintain.

nothing can be done about your driving licence, all that may happen is they might ban your car from their land thats IT, not secret cameras, but try to keep to 10mph just so your not taking the piss

No you can't get penalty points as it's not a public highway, but the college may try forcing you to park somewhere else if you violate their speed limts.

Short answer NO you wont get penalty points

The road is on private property and therefore cannot be enforced in as much as penalty points, you might be liable to local punishment, but generally the signs are there just to warn you to slow down.

The signs aren't enforceable by the police as its not a road, however it is a public place so you could be prosecuted for driving without due care and attention or the college could enforce them using civil legislation. I very much doubt the college would waste money on secret speed cameras. Try to keep your speed safe the signs are there for a reason.

If your on college grounds the 5mph signs are just an advisory notices informing you to drive SLOW....
As for any speed cameras on campus I would very much doubt that....
Unless there are speed camera signs around and speed lines drawn on the road.....
You could always ask...

No, a college is not a public road, you can't get a speeding ticket. However, if you ignore the signs a drive like an idiot, if you hit someone you could still be prosecuted for damgerous driving.
