Okay if someone is twenty-two,and they are teaching a fourteen year old to drive in a school parking lot at night.
what are the penalties?

Anything that is "open to the public" is generally referred in the legal system to "premises open to the public". A police officer cannot enforce all traffic laws on premises open to the public (like no seatbelt and not using a turn signal), but they CAN enforce things like hit and run, DUII, careless driving, and driving without a license.
So the answer is, yes you could get in trouble and depending on your state it could be a traffic violation or a crime. Your best bet is to find some place that is strictly private property where there is enough room and skip the school parking lot or the grocery store.
It is unlikely a police officer would do anything if you are being respectful and careful, but they could if they wanted to. |

Well you are taking a chance. A 14 yr. old is not allowed to drive a motor vehicle, no matter where it is. Although we all know some kids learn to drive sooner than others, I would say not to do it. You are looking at allowing an unlicensed driver to drive, and driving on school property after hours, let alone if the kid crashes. You would be better off on private property with someones permission. But again the kid shouldn't be driving at 14. Way too young. Plus if the kid gets caught, it may also delay him/her from getting their license when they are able too. |

Minor's without learners permits are never allowed to drive on public streets or private parking lots with public access. |

Technically it could be "driving without a license" (a criminal charge) on the 14 year old. An overzealous officer could also cite some endangerment statute on the adult.
All very unlikely though. I'd just give them a warning and send them on their way.... 22 y/o behind the wheel of course. If I caught them back again, I'd be less lenient. |

Don't do it in a school parking lot...that's government property.
Try a grocery store parking lot, which is private property and you can drive on it without a license.
Or at least that's how it is in Georgia. |
