hitler and bin laden didnt kill all those ppl themselfs, they had others kill them. To be a serial killer you must have killed atleast 3 people with time between the kills.
In my opinion - Richard Ramirez was the worst - real name ricardo ramirez.

he went around killing people during the 80s in LA and is today serving time in san quentin state prison.

he did some mean stuff like the time he killed a man, beat up his wife, then took her son to the other room raped him and made the mother listen to the screams of her child. or all those ppl he sliced the throats of, but of course no serial killer is worse than another, theyre all bad

not to forget the russian guy who worked for stalin, he executed probably over 1000 ppl during his life time

He made oh-so obvious decorations in the rooms of his house with body parts of the victims he killed.

OK, he only killed and ate one person (as far as we know) so you can't technically call him a serial killer, but the fact that he totally got away with killing that poor college student, engaging in necrophilia with the corpse, dismembering and eating her, and boldly publicizing it and making money off the story (including selling photos of her carved-up corpse), makes him the number one man who should NOT be alive. At least Bin Laden is being hunted, this guy's freely walking the streets after spending only 1 year in a mental hospital.

We really don't know. A lot of these folks have claimed many crimes we know they didn't commit. Otis Toole, who was recently declared to have been the killer of Adam Walsh, and his sometimes partner, Henry Lucas, were like that. Others never admitted anything but are presumed to have done many more than they were caught for. And there are others who have never been discovered and are known only by their methods. It may well be that the worst were long in the past when it was much easier to get away with it.

I vote Stalin.
Hilter came close, but Stalin used blackmail, propaganda, espionage and treason to get what he wanted. This was to the point his own mother became fearful of her life. He outed friends as well as enemies and kept grudges.

Stalin chose to build up the USSR's defense system, instead of focusing on the millions of peasants starving in the countryside.

He was not only a cold blooded killer but set on building the USSR in to a Global Powerhouse above the welfare of the citizens.

He also had the support from the NKVD (Secret Police) in which used to 'purge' undesirables.

Stalin, Hitler, Kim Jung Il, etc. were not serial killers. They were mass murders. There's a difference.

The answer is probably Vlad the Impaler. He killed many, many thousands of people during his reign.

Serial Killers are one who kill.
Stalin and Hitler ordered killings, they never carried one out.
If this were true, that leaves Gary Ridgeway as number one with 85 claimed (The Green River Killer)
If this is not the criteria and we say like above Stalin etc then Pol Pot of the Khmer Rouge, Vietnam / Cambodia and the KILLING FIELDS where millions of Cambodians were killed.
