Number 1 its a health hazard because the electromagnetic waves cause damage to health.
4 cell towers certainly means higher levels of radiation. Its better if you immediately inform the local authorities but unfrotunately in india its not illegal. UK has made some restrictions on these towers but asia is yet to learn the permanent harmful effects of mobile towers.. |

Unless you own the building, there's not much you can do.
The antenna radiation patterns are fan-like in a horizontal direction, so you have minimal radiation in a vertical direction (ie, below the antenna).
Don't worry about it. The EMF studies haven't concluded anything.
