No, not necessarily. In the UK you can be taken into what is referred to as protective custody. You are not under arrest but you are being held either for your own safety or the safety of the public until suitable arrangements can be made.
There are also members of the public that have the right to walk into a police station and demand to see the prisoners currently being held. This is to check they are being properly treated and cared for. They can do this at any time and without prior appointment. |

If you really want to I suppose you could go to a police station and ask to see inside one. Don't know how they'd answer. |

you can be taken there for your own safety without being arrested |

do you mean "cell?" if so, no, you can ask them at any police station. in a prison, however, you have to have a reservation, made by the local courts. no exceptions to this rule. if you were put into a cell but told you were not under arrest, then you were lied to or your civil rights were grossly violated and you should seek the counsel of a GOOD attorney, not just one hanging around the courts or police stations. good luck to you!! |

You could always go into a Police Station and ask them , if they say "NO" wait until it,s dark then "Break In" - Sarge. will most probably wait you with a gentle shake in the morning and offer you a nice cup of Tea and a Bacon Sandwich , Give you a few quid and send you on your merry way. |

To be placed in a cell, you must be, arrested, detained or an abscondee. Detained could be under many different types of legislation. |

Generally, YES! But some police stations will show people around the station and the cell areas.
They are not nice places! |

Set up a tour with the police administration, in most cases, they'll show you around, or even better, if available, join the citizen's police academy, and you'll do more than take a tour, you'll learn about common laws, civil and criminal, and even handcuffing techniques, shooting, and conducting traffic stops.... |
