Two Things I noticed and am confused about-regarding Cops and other police shows?

I was watching COPS tonight on FOX and I noticed a few cops arresting people without saying their miranda rights. Is that allowed? I saw this happen on other police shows as well.

Also, why on one side of the back seat on the police car is the American flag backwards but on the other side it's the correct way?

Trooper- So, you don't need to say them-you can just handcuff them and tell them what they did wrong and that's okay? That's what all those cops were doing.

Miranda rights are only required when both the following exist:
1. You are under arrest, and
2. You are being questioned about the crime you are under arrest for.

The proper display of the flag is to have the blue field of stars facing forward and towards the top. If it is on the right side of the car, it will appear backwards from what you are used to. If you look at airplanes, you will see the same display.

miranda rights are only needed when a subject is actually in custody and you are questioning them with answers that may incriminate themselves. it is not necessary to read miranda when someone is arrested and you are NOT questioning them.
