Yes, he was asked by the families of the fallen officers not to speak. Since no reason was given I can only assume it is because he has failed to support the officers of Oakland in the past and stood up more for the suspects then the officers. If this is true then I don't blame the family at all. They did not want to see his crocodile tears and listen to his bs.
Most families of fallen officers would be honored to have the mayor speak at their funerals. It must have been a real good reason why they ask he not speak.
