Was there a police force at the birth of the U.S.?

Why did the Founding Fathers feel it was necessary to include so many protections against illegal search and seizures in the Bill of Rights?
Who was performing the police functions at that time?

All of the Bill of Rights was added to the constitution to help protect the citizens from the oppression that the Founding Fathers had faced in England. For example, there were warrants issued that were not specific to whom was to be seized or for whom or where to be searched. Sheriffs, or Constables or their agents could ultimately search and seize at will.

Another example would be, that in the old land, and even here when we were still part of England, a person was required to allow soldiers into his or her home and was forced to feed and bed them.

To answer your question about the police force at the birth of the U.S.;

Here is a part of a paper I wrote for my police and society class:

"According to the United States Marshals Service website, they proudly boast that they are, “the oldest federal law enforcement agency in the United States is truly the Marshals Service.” Also according to their website the agency was formed by the Judiciary Act of September 24th 1789. But I personally contest that the United States Custom Police were the oldest. According to the Department of Homeland Security’s website, “on July 31, [1789] the fifth act of Congress established Customs and its ports of entry.” The United States Customs was created because the newly formed federal government of the United States had no formal means to collect revenues, and the Tariff Act of July 4th 1789 was the means of a temporary solution to this problem; until the sixteenth amendment was ratified in 1913, giving Congress the power to collect taxes on income.
Not withstanding the historical debate as to which agency was the first, the United States Marshals Service, according to our text had a “broad authority” and “were able to respond to almost any law-enforcement or policing problem facing the federal government.” The Service did not have a central branch, but rather had a Marshal that in charge of each Federal district, thirteen at incorporation."

Remember that the constitution was not ratified until September 17, 1787.

They were not specifically protecting people from the police, but from the Government in General. They did not want the new US Government to behave like the British Government was.
