Depends on if you're prepared for it or not.
OK, so if you're just a random crowd in the street, you're not going to win because you won't be together or organized.

If you're there and ready for the charge, bring bags of marbles with you and throw them on the ground in front of them. They won't have good footing and wont' be able to push forward.

nuclear warhead, hands down. Your friends are canon fodder (I would recommend not being anywhere near the riot police at the time). If you are having trouble getting a nuke, however, you could always use their own tricks against them. It is actually really easy to make your own flashbangs, and you can purchase pepper spray. If you are prepaired and possition your men correctly, you should be able to surround the charge. I wouldn't kill the officers unless you have means of escaping a national man hunt launched by the FBI, but a couple of bruises and maybe a few broken bones here and there will send them scurrying for cover. As they make their escape, you should, too. Chaos will work beautifully for cover. Try not to get shot.

run towrds the riot policeman! and let him take a swing at you. if your agile enough dodge that swing and go straight for the chest all your might in that one blow. if done correctly this guy will be on the floor crying for his mother and if hes not just bent over a little smash your elbow right on the back of his/her neck!!!!

Oh, right.. Tactic.. Ok, assume the "aggresive stance" and pull the pin out of the grenade (do this fast) and throw it at the police officer... Doesn't matter where it hits him, aslong as it does...

Grab it and pull towards you. This gets you inside where they have no leverage. At the same time you pull it you put one foot between their legs and twist. This throws them off balance.The cop WILL not let go of the baton so that handicaps them.As soon as they are turned sideways another member of the opposition attacks from behind.This leaves an opening for others to pour through. Once this happens you have them surrounded.

Flank them. They can't hold you from all sides. If they are on a phalanx down one street, buildings will block attacks from two sides. If you're going head on you're pretty much screwed as for making an advancement without taking heavy losses.

Attack from the air. if they use the turtle shell formation, their shields are small, so weak spots will be in the gaps between shields.

If you own any tear gas grenades, smoke bombs etc, riot police do not wear gas masks so the smoke will cause all within range to disarm and become a liability to the formation.

If you can get at them from two sides, use the othr two sides (i.e get into the buildings and drop from a height) as a chance to throw bricks and other stuff at them. This will pick off a good portion of their men and cause the formation to become weak at the front, due to lack of support in the middle. This will eventually lead to you either surrounding the police and destroying them, or them surrendering.

Thus victory :)
