What are the ramifications...Cop advises mother to beat child.?

This is in Nye county, Nevada. A mother called the cops on her daughter; the reason being unclear, but related to the daughter, whom is 13, wanting to live with someone else. When the mother related how "bad" and "unruly" the 13yo is to the responding police officer, the officer advised her to beat and hit the daughter when she acted that way. They said that bruises could be left on the daughter's body, so long as there wasn't any scarring. She now does this to her daughter daily.
This is obviously wrong, corrupt, and illegal.
I was wondering what the process woud be to take action against the advising officer and the mother, what the ramifications could be, and if it would help or hurt the daughter more....
This is true, though it sounds unbelievable.

I find the story rather unbelievable.
If it did happen, the departmen's internal affairs would deal with the officer. Child protective services or the police (a different officer, obviously) would deal with mom. |

If the daughter is a little brat then I don't see a problem with a spanking-like consequence.
At that age I'd be more careful, but certainly not out of the question.
As long as there is no scarring, and usually as long as there is no foreign object involved, and no contact to the face then it's normally fine.
This is a really touchy subject. |
