What are Toled, Ohio's fire regulations for fire pits inside city limits. I want to know if its legal to make a fire pit and what the regulations are for making one legally...

I just called. The lady I spoke with said the fuel source has to be less than 3 feet in diameter by 2 feet deep. It also must be enclosed by some non-combustible fire ring, rocks would even work.

I suggest you call the non-emergency number for the police dept. and ask them. Or call your council person and ask for the info. It may be as simple as having a depth and diameter within certain parameters and having stones or bricks or similar around the pit. There may also be exceptions such as for personal use vs. the annual pig roast, etc.

call the fire dept NOT the police department (they don't enforce this stuff) and ask to speak to a fire inspector or the fire marshal.
