What can I do legally about annoying children on a shared porch?

I live in MA and rent one half of a duplex. My neighbors have two children who they discipline well, and I don't normally have a problem with.

The problem lies that they only allow their children to go out and play a certain amount of time per day, and otherwise they have to stay on the front porch. Thusly, all of their annoying friends come over hanging out all over the porch, making a ton of noise and blocking my door.

I have asked them numerous times to quiet down or stay off my side, but this lasts minutes if I don't just get a smart-mouthed answer and ignored. I think the parents on the other side of the house are aware of our annoyance, but they themselves are not the issue.

I'd go to these other children's parents, but I live in a neighborhood full of... less than watchful or disciplined parents. They are often outside screaming at their children at all hours of the day if not at three in the morning keeping me awake.

I know at night after 11pm I can call the police about a noise disturbance, but is there anything legally I can do about the annoying children?

Yeah, move. I hate to tell you this but the simple fact is the lazy *** parents of the kids who live next door are quite capable of going outside and asking their kids friends to 'take it down a notch or two'. But in this day and age, they don't give a damn about their neighbors. Why don't you try doing the same thing back? Take a set of really good speakers out there and when the kids come to hang out on the porch, blast the music so it drowns out their loud and raucous behavior. Maybe the parents will take a hint, but don't hold your breath. Next time move into an area that seems to be children free, such as a singles only community or an over 55 gated community. Todays parents don't teach their children to have respect for neighbors.
