My son has been charged with felony credit card theft but used $22.00? It was his friends card who dropped charges but not the state of Kansas City, Mo has taken over the file and wants to prosecute as a felony...what can we do?

Your friend is not out the $22, the credit card company is. They are pursuing charges because your friend is not the only victim, the credit card company is too.
