The correct term is "concerted indiscipline". This means when a group of prisoners form together in a deliberate attempt to disrupt the routine and procedures of a prison by not conforming to the rules or instructions of the staff. Usually by forceful means, baracading, fighting or simply refusing to conform to the good order of the prison. The next step from that is to riot.
