When a driver is "intoxicated" it means they are either incapable of being able to drive safely through to much drink or drugs.
There is so much evidence that proves that anyone who drives with to much alcohol or drugs is not in full control of their actions be it lack of concentration or reaction to certain situations on the road.
My personal opinion on this is to not allow drivers to drink any alcohol or take any form of substance whilst being in control of what is in fact a possible killing machine.
You just have to see some of the carnage caused by these thoughtless people.Would you let anyone near a gun if they were intoxicated.

Basically the persons judgment to assess risks to themselves and others is impaired due to a chemical reaction in the mind sorta' sums it up.

Driving in an unfit condition enough to impair the drivers ability to drive safely because of high levels of alcohol or drug substances in the bodies bloodstream or system, i.e drunk or drugged up.
A serious danger to other road users or pedestrians.
