It's when a citizen makes an arrest. Basically, holds a person until police arrive.

citizen's arrest is an arrest made by a person who is not acting as a sworn law enforcement official.[1] In common law jurisdictions, the practice dates back to medieval England and the English common law, when sheriffs encouraged ordinary citizens to help apprehend law breakers.

Despite the title, the arresting person does not usually have to be a citizen of the country where he is acting, as they are usually designated as any person with arrest powers.

In my state a citizen's arrest is only lawful when a felony is being commited. For example, if you witness a felony and you are safely able to detain the person, you have the right to do so if a police officer isn't able to get to the scene in time.

The actual power of a citizen to make an arrest varies by state. In my state, Arizona, people are empowered to make an arrest if they witness a violation of the law that is a felony, or a misdemeanor amounting to a breach of the peace.

It's when a member of the public or "citizen" if you like, sees a crime and catches the offender themselves and then either he/she or someone else calls the police to come and arrest the offender properly..

Mainly this happens when members of the public get fed up with some people who are constant trouble makers or crims then "arrest" them so that the police can come and take them away and sort it out.

Something you never want to do. If you make a citizen's arrest, chances are very good that you are the one who will end up in trouble. Perhaps charged with terrorism of some kind.

A good example of citizen's arrest would be:

A drunk is driving down the road. It's really really really obvious. ;-) He stops at a gas station. You pull in behind him and call the cops. You forbid him from reentering his car until the cops arrive, probably physically.

While it is legal, it's not to smart. People don't usually go for that stuff and will probably fight you. :-(
