Actually, the thin blue line represents the small amount of officers that stand between the good in society and the bad. Visually, it is represented by a larger side (the good) seperating a smaller side by a thin blue line.

In most art depictions this is shown with a thin blue line dividing between two same color sides. The Thin Blue Line is a term used by law enforcement to show the small amount of sworn officers (blue line) that separate and protect the good from bad citizens.
