When he/she is collecting Bond for a ticket or warrant or it is turned in as found property.

Only time? There are a lot of times. In my state Troopers take bond money on the road all the time. When I was a desk sergeant I took bond money in the station When I was on the street I took drug money and any money that was ill gains (guy robs a liqueur store, I stop him and take the money from him). If during an arrest I find you with more than $500. on you I take it and inventory it for safe keeping. The list can go on and on.
In no case does the individual officer keep the money for his own use. Nor does the money get turned over to the officer at a later date.

if it was found money and the person is turning it in. the officer then has a duty to file the report and log ALL of the cash turnined in.

I answered the question interpreting it as if the civilian walked up and gave the officer money.

they cannot, unless they give you a receipt to get it back (like you're going to jail and they hold it for you)
