What is the role of a County Sheriff, and their department, in the USA?

Are these people trained police officers?
Do they have similar powers to the police?
I understand the Sheriff is an elected official - so it would follow that a person without any law enforcement training or experience could be elected to the position?
How does the Sheriff's Dept interface with the police department? Perhaps they are one and the same?

"The Sheriff" is an elected official in most states and counties, but some are appointed by county commissioners. Most states have laws requiring that they be certified by the state as law enforcement officers. The county Sheriff's department, if it has a law enforcement division (not all do) would provide law enforcement in its county, outside of city limits. Inside of city limits where those cities have their own police department, those police officers would provide their own law enforcement. Some smaller cities and towns do not have police departments, and in that case the Sheriff's Department would provide law enforcement there as well. Sheriff's Deputies are responsible for the law enforcement for the Sheriff's Department. They are exactly the same as Police Officers in every way except for their title.

There is no universal answer. Most states (but not all) require the candidate for Sheriff to be certified by the local police training outfit. Some do not. Some counties are dominated by the biggest city in the county and the sheriff does nothing but run the jail and serve court papers and such. Other counties have no city and the sheriff is the chief law enforcement officer of the county.
My county has two significant cities but about a third of the population lives outside those cities. The sheriff, the two police departments, the highway patrol, the university police, the school district police, the park rangers and the other LE agencies all have elaborate cooperation agreements.

Police have jurisdiction only within the city, while Sheriff's deputies have power in the entire county. Technically, in many states their jurisdictions overlap inside city limits, although as a practical matter the Sheriff defers to the police in cities. Any person may be elected Sheriff, but the deputies are required to maintain appropriate training and certification, and a "layman" Sheriff also goes to school for training. (As a point of interest, did you know that sheriff and coroner are, quite literally, ancient offices the original colonists in what is now the US brought with them from England?)
