There is a need to say that you have to be 21, because you have to be 21 for almost every agency in New Mexico, including the State Police. You can join some campus police units but you must already be law enforcement certified in the state of New Mexico.

Make sure your home schooling will be accepted as an accredited home schooling program. If it doesn't meet certain requirements then you won't be considered as having a high school diploma equivalent.

After that, go to college. Many agencies require a certain number of credit hours or an Associates degree from an accredited college. The ones that don't require this will almost invariably want either some military or job related experience.

If you can afford it, get yourself law enforcement certified. It will cost you but then you offer a department someone who doesn't need academy training.

Make sure you are in good (if not great) physical shape. Be prepared to meet or exceed the 50th percentile of the Cooper Standard.

Apply. Of course, but this time you'll probably not have to worry about being too young to apply.

Well, I don't really know about America, but in Germany they have some exercises to test your fitness (I suppose in case you have to run after someone and stuff like that.) So unless you're jogging daily, you should really do something for your fitness. You should also know what you want to do and know some things about that department there as well, as they might ask you at an interview. Know your strengths and weaknesses and make sure you convince them that you're good enough and able to do the job. And, for sure, you shouldn't be delinquent already, as it lowers your chances for sure, or even kicks you out immediately (That's how it is in Germany at least.)

To become a city police officer all you need to do is take 6 months of police academy. If you want to become a state officer you will need some college hours and of course police academy.

Most police departments now require a degree to advance.
However, right now, you should find out what the fitness test entails, and you should train so you can do that. (so many push ups in so many minutes, etc.)
If you get hired on, great, you can go to night classes to work on your degree in criminal justice.
If not, go ahead and get your degree and keep trying until you get hired.
