When Clinton was president there was a guy who went out of the country and thought it would be funny to steal street signs. He got caught wherever he was and had to follow the policy of being beat. Where was this and what was the guys name? Clinton tried to plead for his release but they didn't succeed.

I think the guy you are referring to was a young man by the name of Michael Fay from St. Louis.
He was convicted of vandalism and stealing signs in Singapore back in 1994.
