I do know that it would cause some serious pain, but after the initial stunning, what could 800,000 volts do to you if you were to take it to someone's neck?

You would go to jail for assault! That is what would happen. And if they died because they had a pre-existing medical condition, you would be charged at least with voluntary manslaughter, possibly even second degree murder. Oh and don't forget about the lawsuits..
