There are many Hamiltons' around the world.
Like in Canada?
Then contact the public integrity unit of your provincial prosecutors office.
They have their own investigators who are separate from the police and the power to charge.
They will listen to your tale and decide.

If you suspect a Police Officer of murder, you would report the crime in whatever jurisdiction that it occurred.

If it is your claim that a Police Officer committed murder and an entire department is involved in some conspiracy to cover it up, you could in some cases report it to the State Police or the FBI.

However, without a mountain of hard evidence, no one will listen to you.

I would instead suggest that you invest your time in mental health counseling.
