When does a court put a juvenile on monitoring status?

Under what conditions? This juvenile is 16 and had a disorderly conduct charge when he was 15. After a year, and a few times being kicked out of the house and running away to be with his friend, the court decides to put him on monitoring status with a condition of staying away from a other juvenile whom he commited the crime with 1 year ago! So how could they make him sign this paper, when he didn't break a law, wasn't on probation, or even in the system since a whole year?
"Court of minor pleas; juvinile division. In the matter of (Name) :
(says the judges name and the hearing person) You have been placed under monitoring status in the court. You must agree to the following:
1. Begin consouling again
2. No-contact:Kenneth Holt
If these conditions aren't met then you will face consequnces.

And what exactly is monitoring status, and how can it be applied to someone who didn't break a law and haven't been involved with the court in a whole a year?

Basically the courts I feel are there to teach kids a lesson, as not to get into trouble Again. I feel that they will do what they deem is necessary. Which for the most part is probally pretty fair. I hope. I pray. God Bless You. Smile |

it probably has nothing do to with a court
but if something is signed it is basically a contract and if he breaks a contract then i suppose it is just like breaking a law? idk
