The FBI gets involved if a crime occurs across state borders (otherwise it's the job of the local or state police), or if it's a crime they have automatic jurisdiction over.
In a kidnapping case, the FBI only gets involved if the child is taken out of state, but an alert normally goes out as soon as the police think a kidnapping has occured. |

Usually because the kidnapper has crossed state lines. Local authorities don't have jurisdiction in other states but the FBI has jurisdiction across the entire country. |

Once the local authorities have received enough evidence to believe it is a real kidnapping, they will call the FBI. Child does not have to be taken across state lines. |
