When to call 911 or the local police?

I wasn't sure when exactly you call 911 or just call your local police???

For instance....where i work, everyone that walks in through the door needs to sign a waiver...state law........teenagers come in sometimes, so they need a parent to cosign, and they aren't happy with that and just walk in....
I can't have that, but its not a life or death situation.

Or sometimes people smoke in the building....and with the PA laws....i absolutely can't allow that...and simply telling them to stop isn't working (this is usually the 50+ crowd).

I live in a town with relatively no violent crimes, but a lot of old and obese people.....i don't want to call 911 and take resources away from someone having a heart attack.

I live in Texas, 911 is called only for serious events such as burglaries in progress and those times where a possible loss of life or serious bodily injury seems imminent. For problems not requiring an IMMEDIATE response, you should call your local police department direct.
In fact you can even be fined for repeatedly calling 911 when no true emergency exists or jailed for making false reports to 911, although it rarely happens.

i am not sure about american laws, but in australia, i would suggest that you just ring your local police department as 911 would be for emergencies only. if you live in a small town the local police should theoretically be just as efficient in dispatching an officer anyway.

oh, well thats awfully sweet of you.

warn them to stop smoking or you WILL take action by calling the police or having them kicked out and not allowed to come back. And if they still dont listen, do it then. Don't feel bad for them old folks, they tend to be stubborn and wrong sometimes :P

You should post some sort of sign that tells teenagers that they need a legal guardian with them to sign otherwise you will not allow them in.

Set your standards and if anyone goes against them, warn that you will call the police and have them banned from the place. And try speaking with a firm tone. I know that is how it works in my father's restaurant. People come in and smoke and my dad tells them, "You want to smoke, get the hell out of my restaurant." And they either do get out or stop smoking
