Where does the Chicago fire department hire from in years when there is no test?

The Chicago Fire Department clearly only offers tests every once in a while, so in stretches between tests where do they hire firefighters from?

They create an eligibility list from the previous test. As long as there are still qualified candidates on the list, they will hire them before opening up testing again.
