it almost seems like if you dump anyone aand he/she calls you, texts you etc till they calm down tough you tell them it is over and to not contact them, you can get a restraining order?
don't many people who get dumped do things like call , e-mail, cry to their ex etc till they clearly realize it is over?

In my state you have to have a relationship with the other person or the offending person has to actually harass the party.
The amount and type of harassment/stalking needed is great and defined in the law, it is not frivolous.
"don't many people who get dumped" I guess but I have observed that many who get dumped and act that way get violent, hurt and sometimes kill the ones they no longer can have.

Yes. But when it crosses the line into harassment, with dozens of calls a day, calls in the middle of the night, etc., particularly if the person has been told, sometimes repeatedly, to knock it off, a restraining order can be granted.
