BTK Dennis Rader was a big time creep. He was the leader of his church group, he was a father and husband, and he was a security guard at a national park. He pretended like he was this wholesome family guy and here he was killing methodically over decades. I don't know what you mean by "best" though, I'm assuming you mean "best" as in "most successful at what he did and not getting caught. But in no way was this guy a hero. I suggest you rephrase your question to something like "most committed" instead of "best" or something more negative.

Next: There are no "best" Serial Killers. They are all deviants to society. Go to a library and do your own research.
I do not think there is a paper, I think you came up with the additional detais so you do not seem strange. But maybe I am wrong.

Seriously, while I don't think "best" is applicable for such despicable actions, it would be a tie between Jack the Ripper and the Zodiac Killer, neither of whom have been identified.

ted bundy is by far the most interesting. all of his escaping and the large number of murders. he was republican and well educated and had charisma and personality. there are many books about him with interviews. he is a well documented, classic sociopath.

I despise all serial killers, but the most interesting in my opinion was Richard "The Iceman" Kuklinski. Watch the HBO two part documentary on him, it's pretty interesting.
