Typically you yield to the person on the right. However if there was an emergency than the person with the emergency would go first. You didn't mention an emergency though.

Every state has the same law concerning the right of way at an intersection.....

If vehicles arrive at an intersection at the same time...the vehicle to the right always has the right of way.

(You didn't state if the Fire and Police were running with their emergency equipment engaged!)

Right of way is same as any vehicle. If an all stop intersection, the first one has the right of way. If all arrive at same time, the one to the right has the right of way. However, it is commonly accepted that an emergency vehicle is granted the right of way should that emergency vechicle show signs of an emergency such as flashing lights and siren. Flashing lights and sirens does not grant any vechicle complete right of way. It is possible that other vechicles do not hear or see the flashing lights and siren so the emergency vehicle is required to use precaution at intersections as any other vehicle. Fire would have precendent over police. Mail has no precendent.

In the United States it customary to yield right of way to the person to the right of you in the event of a "tie" arriving at an intersection. The Each driver would let the person on their right go first. If it were Police, Fire, EMT, and Mail all coming from different directions at the exact same at a 4-way, it would be a bit chaotic, but all would get through eventually.

This is of course not the rule in an emergency situation. If one vehicle had active lights or lights and sirens, they would have the right of way.

Actually this is a trick question.

Surprisingly enough it is the Mail.You may not impede the flow of mail and therefore it must be given the right of way.

That being said, most, if not all Mail carriers will yield the right of way to an emergency vehicle properly using both audible and visual signals.

Fire equipment (trucks, etc.) and police vehicles displaying red light and siren always have the right of way. As a matter of fact all emergency vehicles have the right of way. Postal delivery vehicles do not automatically have the right of way.

Person on the right, or the one with the green light. If the police and the fire truck or running code then the fire truck has the right of way because that truck is about 10 times heavier than a police car.
