Seriously, it takes them two hours to look up something on the computer, three hours to fill out a form and four hours to file it. Is it laziness, mandated, or lack of intellegence?

The employees of privately-run jails and prisons are likely to be the worst because they lack civil service status and are low paid and really have nothing to lose. Also, their background checks are often faulty. Incompetence is pervasive.
Even with government-run jails and prisons, the work is so dismal and at times dangerous, that it takes a certain type of personality to put up with it. It's often pointed out that police and criminals can be mirror images of each other, from the same stratum of society; that one could as easily wind up in one group as the other. That's an over-generalization, but you get the point. |

They are low paying jobs that require little or no education. The low pay keeps qualified people from applying and the low minimum requirements on education and experience let almost ANYbody qualify for an interview. |

You know, it's a combination of all of the above things you've mentioned, mostly apathy and a lack of having diligence and normal common sense, knowing that they are dealing with some of the worst people and that type of environment will do it to people. Who would choose that kind of environment to work in?
Think about it, uneducated, intelligently challenged people, or people that are in between being mediocre and wanted a profession, they think they have an excuse to do their work half way, or they have that "privilege" because they can get away with it, they are doing society a favor for taking such a terrible occupation. They think they can act in such a poor manner, based on what they see internally. They have nothing great going for them, all they know is grime, smelly, un-pleasant, hostile environments. We can't expect much from that, though they are being paid to do their work and owe it to the public to treat them with respect. (I guess it can be a power trip too, I saw that not too long ago) . That's the best I can put it. |
