They have psychological problems. Most of the time they aren't born with them but they develop over time throughout their lives.

Most people aren't born to light fires, but it CAN be hereditary (just like how any other emotion can be sent down through genes). However, it is more likely that it's destructive nature, a state of psychosis, or just a love for fire that these arsonists possess. Some arsonists loot a building and burn it to get rid of evidence. So, just like snowflakes (gee, fire and snow, quite the oxymoron) and any other person, all arsonists are different.

It's an addiction. I don't think they are born with the characteristics, I think they build up the characteristics or are introduced to arson. They are probably looking for guidance and all they got was a bad friend.

Without realizing that burning cigarette rolls on to the edge of the highway among the grasses.
When another passing vehicles passes by it create the breeze in blowing the cigarette into burning the grasses.
When the grasses got burn and no one put out the fire.
Other passing vehicle create more breeze and turn a small fire into a wild fire that soon went out of control.
Lessons from experience.
Teach all the little ones the teenagers about fire fighting and safety in school.
Learn how to handle fire -fighting equipments too.
Make it a must for those in eight to ten grades.
So in future if there is any fire they too can help out.
Not just standing by the highway and watch even until their own homes got burn down just for waiting the fire-men who's having a tough time with the traffic jams in reaching their homes.
By the time the fire-men reach their homes.
All left was ashes.
Then blame the fire-men for not doing the work for their self lack of knowledge.
