well why do bar/club owners let them come and drink when they are underage? its for publicity and the city thinks its good for them to say "hey britney and paris come to your town" and expect people to accept there actions. but do i think that the club/bar owners should be held resposible for letting them come in there place and drink and leave and get into accidents.........sure most definetly i think that the city along with the owner of the bar/club should be held resposible. I CANT GO INTO THE BAR OR CLUB !! BECAUSE OF MY AGE WHY SHOULD THEY.....CUZ THEY HAVE MONEY AND I DONT HAVE MONEY TO SPEND IN THERE.........WELL LIKE $50 BUT I AM NOT SPENDING $1000 OR MORE. BUT STILL BOTH UNDER 21 WHERE IS THE JUSTICE.

As a couple minutes of research will show, for MOST people, a third DUI entails a prison sentence of at least 120 days. Paris was sentenced to 45, out which she only served 23. How did she get out? Either big daddy Hilton payed off the sheriff, or he freed Paris on his own accord in the hopes of getting rewarded. Anyway, my dad hopes that the sheriff at least got a kickback because he is most probably going to get suspended either way. If he got a kickback, at least he made some money while getting suspended.

I am way off the theme of answers here but the direct answer is because public exposure is a crime requiring proof of intent and there's no way to prove that they intended to be seen. Obviously the intended not to wear panties, but the criminal law can't assume they flashed the goods on purpose. It's not like they faced the cameras and deliberately lifted up the skirt front. It was a "flash" and there's no PROOF that it was intended.

Flashing flaps is something beautiful if performed right. I'm all for it and would think of it as more of a crime to punish them. I'm also for top sided nudity and the occasional butt shot.
