Why do community colleges offer tecleose license if the police departments offer it? Is there guarantee of job?

They don't offer the license, they offer the course of training required to apply for a license.

Colleges offer the training because not every law enforcement agency has a police academy, some of them will only hire licensed applicants.

Having graduated from an academy at a community college does not guarantee a license or a job.
