Because sirens make people do stupid things. Some people hear sirens and slam on their breaks or veer to the right. Others start freaking out - thinking that the officer is trying to pull them over - so they'll actually start mouthing stuff like "what did I do?" in their rear view mirrors.
Additionally, sometimes officers need to respond quickly but without advertising that they are coming. Lights are a little more subtle. |

Most likely they have been summoned to a scene "Code 2", which means 'with all due haste, short of siren'.
Alternatively, they could very well be abusing their power and just didn't want to wait for the light. |

Police officers may activate their lights only because, they are responding to something in progress and they do not want the offender or suspects to hear them coming. |

simple reason, we sometimes get calls like a burlary in progress, where we need to get there quick, but dont want to scare off the offender. if we put sirens on when we are near the house, he may hear us and flee. in that situation, we would rather catch him still in the house... |

Sometimes they are trying to get to a call that the suspects would run if they heard a police siren (example: burglary), or sometimes people are just insane when they hear a siren go off so they will immediately slam on their brakes. just depends on the situation really. |

i have a friend who is a cop and they actually have levels on their calls as to how bad it is. lights on = not too bad sirens=worse lights and sirens = get out of their way...emergency |
