ugh your all wrong like in the chain of command you report to your next in command if he can't resolve the issue then he goes to the next in the echalon and so on till the issue is resolved. Also when people are afraid or in a crisis they naturally want someone in authority to resovle their probelm so the police is the first to respond to since they are the first authority fiqure they can readily contact. |
