Why do some countries have unarmed police (such as Belize) and some have fully armed police (like Portugal)?

I'm not saying unarmed or armed is better but i just want to know what caused cultures to have different ideas on how to police their constituencies.
Considering Police were first created as they would become in a time of no gun control to stop armed highwayman i'm fascinated by finding out why police in some countries are unarmed.
Can somebody please explain why some countries set up unarmed as standard and others, sometims their neighbour with a similar culture, set up armed as standard??
I know that sometimes it depended on the empire the new world countries fell under but i would like to know why some countries, even having no gun control, expected their police to fulfill their duties at that time.
Oh and just so you know: I love Belize it rocks ive been there and everything is amazing.
But please, without biting my head off, explain the different opinions of people which caused the forces to be different depending on their country even though they were set up to make highway robbery become like suicide to commit. Additional Details Mate i would say you were correct if it wasnt for the fact that police were set up in some countries when there was no gun control whatsoever but they were unarmed anyway and in opther countries with no control over sales of weaponry they were armed.
In the victoriab times you could walk into a shop in all european countries and buy a gun easier than modern day Vermont.
But in some countries the availabilty didnt extend to the police.
The first gun control laws were enforced by the Ottomans in 1911 and in 2003 there was a documentary about police set ups but i was a kid and cant remember it.
But until Ottoman gun control you could buy a gun anywhere pretty easily.
When police were set up, regardless of equipment, there was no gun control so i want to know why some countries chose to send police out with little to use.

Surly whether the police are armed depends on whether the government thinks they need guns. In Britain now everything is so safety conscious they are probably considered to be too dangerous. Also there are some unfortunate cases of the police shooting people who weren't actually the criminals. This looks bad on the police so instead they use safer methods like tazers (sorry if I spelled it wrong) , pepper spray etc...Also it depends where the police are patrolling, airport police almost always have guns because of the worry about terrorism and stuff, whereas a police officer in the middle of a city like london isn't going to need a gun because the chance is they won't have any violent crimes during the day. Another reason could be that if a country has banned guns then in theory the police shouldn't need them either. |

because in some countries there is close to no risk of even needing a gun. and its not like all the police in those countries dont have guns. there are a few that have to be presented as a armed officer. |

When I was in Belize the army acted as police creating check points throughout the highway system. For the record Belize is the worst country I have ever traveled in because of the poverty. Belize city looks like a freaking prison with the 10 foot walls surrounded by razor wire and every home having barred windows.
I think it is a matter of trust the country has in its civil servants, the ideology concerning firearms and of course the issue of firearms falling to criminal syndicates. |

I think it has to do with the legality of gun ownership by private citizens. If gun ownership is prohibited, and strictly enforced, then the constabulary does not need a gun in order to enforce the law and apprehend criminals. Police are armed in those countries where violence must be met with equal violence, i.e., gun against gun. |
