Why do the police want her to return to the station on Monday after being arrested and released?

My best friend and her girlfriend had just started the 6 hour drive to my home for Easter when they hit a road block in Georgia. At the last minute they had decided to take her grandmother's car--my friend's car is not the most reliable. At the road block they were chosen for a random search. They found several empty pill bottles and one containing 4 Tylenol 3s. The prescriptions belonged to my friend's grandmother. (Her name was also on the title of the car as owner, and my friend is insured on the car as well.) After discovering the pills they tested the ashes in the ashtray to see if they were cigarette or marijuana ashes. By this time the entire car and both girls had been thoroughly searched. They were both arrested for possession of the pills and put in the back of the police car, then asked several times where the marijuana was, as they claimed ashes in the car had tested positive for marijuana. My friend insisted there was no marijuana; I have never known either of them to use any kind of drugs. She called me when they got to the jail and told me they weren't going to be held or have to bail out, but to release the car from impound she would have to pay $185, and she wasn't allowed to drive the car herself. After talking to several people it was clear I'd have to drive and pick them and the car up. About an hour after I left she called and said they had released the car to her, and they were on the way. She told me the police had told her she had to return on Monday, because they needed to talk to the DA and see if she would be charged. (????) She also said they left the ash tester in the car, and it was negative, not positive. I've never even heard of testing ashes. The pills they found were expired, in the same name as the person who owned the car. Her grandmother called up to the station and talked to the arresting officer, and explained what was going on. Both girls accepted the body and car search willingly. There were no tickets or charges filed, so why are they being asked to drive across the state line, from their home state, and return to the police station to 'see if they have been charged'? Is this even legal? Why release them and then want them to return after the weekend? Will anything happen if she doesn't return? She plans on going back, but I'm urging her to be cautious, as they claimed the ash test came back positive for drugs, and in fact it did not. What is going on here? Any help appreciated.

They did not confirm with the DA that charges will be filed yet so they want them to come back so that if charges will be filed they can just arrest them instead of going the long way of getting an arrest warrant and maybe an x-hearing. Get a lawyer just in case because there is always a chance that they will get charged.
