Why is it important to emphasize diversity issues within law enforcement?

How would diversity in policing increase effectiveness? How can diversity goals be achieved?

A lot of people talk about how police departments are not diverse but really they have to talk to the minority and see what they think. Most people in minority grow up hating police because that's how their parents teach them. It is up to them to join, police department will not go and say "oh you are minority please come join".

Usually the people who argue this are not on the police force therefore they don't really know what they are arguing about.
Statistical facts are not going to help solving this problem.
