CIA handles international intelligence, not so much investigations. They could tell the FBI what they're dealing with, but the FBI has the right jurisdiction to go after the Somali Pirates.
The Somali pirates are technically committing terrorism against American citizens, and one of the FBI's main tasks is counterterrorism.
I, for one, think it's about time.
To deltaxray, the FBI has jurisdiction on it because they combat terrorism against US. citiens, but they may very work with the Navy or Coast Guard. That's what we got the Dept. of Homeland Security for. |

The FBI is better equipped to deal with hostage situations.
I would tell the pirates to release the captain. If they kill the hostage then napalm will be dropped on them. |

All agents of the FBI carry a gun and are law school graduates. They will negotiate,if possible with the pirates , and exhaust every legal avenue to prosecute you in Somalia and involve govt leverage between the two countries to accomplish the task. They will also offer the vast resources of the FBI to aid in the investigation.
If the Cia gets involved they have a very different approach while they are talking to the govt in Somalia. They are cleaning the pirates clock. effectiveness through misguidance.
Now if the NSA is involved ( no such agency ) you won't even know they were in Somalia, so when you here that the FBI is involved that means so is the CIA and possibly the NSA .
That means this is a very big deal!
