Why is the parole board (England) prepared to let an evil criminal go free?

Ronnie Biggs may be a frail 79 year old, but he was sentenced to 30 years for the 1963 Great Train Robbery.
He escaped from prison in 1965 and spent 36 years on the run, mostly in Brazil, before voluntarily returning in 2001. He was ordered to complete the remaining 28 years of his sentence.
Now, the parole board say they won't object to his release. Let's not forget the train driver died as a direct result of the robbery, and if it was to happen today, it would be murder since the year and a day rule was scrapped.
Is this how we reward those who defy British justice?
