Why is there an "Elder boom" in US prisons?

Tougher sentences (3 strikes/mandatory sentencing) put many people away for life, only now is the population that was starting to be incarcerated at the time starting to come to an elderly age.

Also, it is an echo of the baby boomer generation getting older as well, their generation is much bigger than previous generations meaning that the number of criminals in this generation would also be greater.
