Yes, but you would have to first get them, and a gun to the moon. Of course, if you stayed on the moon, you would not go to jail, because there are no lunar jails. There isn't a whole lot of atmosphere either.

The moon is not owned by anyone, therefore in terms of law it is equally the same as being in international waters, or in otherwords, not under anyone's jurisdiction. So no, you can do whatever you want on the moon and no one, or no country, on Earth can take any legal action against you including putting you in jail.

If you're a terrorist, no. Obama would fight to free you. If you're an American, you would be bound by U.S. laws. Since it's illegal to shoot someone, outside of self-defense, in the U.S., it would be illegal for you to shoot someone outside of the U.S.
