About Renters Rights in Pennsylvania?

I live in Pennsylvania, and I rent, can anyone tell me if I pay the water bill (although it is in the owners name) should I only be paying the water usage? Or am I responsible for service also, which would have to be paid whether the water was used or not, or is that part the responsiblity of the landlord?

If your landlord has water bill in his name is it part of the rent when you pay rent? If so, when you use water it depends on usage and if he has a certain amount set aside for water usage. Another words, if he pays a set fee for water like 65 to 75 dollars and you use over that for the month. Yes you will have to pay the overage for the water bill. Since the water bill is in the landlord's name he is responsible for the bill as long as you do not exceed the limit on the bill.

Only pay for exactly what it says you have signed to pay for in your lease, if it says nothing about it it's down to the landlord. Most places in Pa. it's inc in your rent.

Such things are negotiable. Read your lease. There is no general law that prohibits you from entering into an agreement in which you pay the water bill or anything else. If you don't have a lease, then talk to landlord and reach an agreement. If you do not reach an agreement, and do not have a lease, then give notice to terminate and move out.

It is the Land Lords problem...
Why would you pay a Bill that isn't in your Name ???
