Yes, they are legal but in most jurisdictions, where you can ride them is limited.
The laws regarding electric scooters, electric bikes, mopeds, etc. can be a, "gray area," and differ in all jurisdictions.
Some rules of thumb are...none of the above are allowed on sidewalks or footpaths, they are prohibited on roads with a speed limit of more than 25 mph unless the road has a marked bike lane.
However, in some jurisdictions they may be prohibited in marked bike lanes and only allowed on roads with minimal speed limits.
