I heard (a while ago, laws may have changed since) that any "common fungi" was legal in Britain whether or not it contained hallucinogens.. But I know that it is and was illegal to possess magic mushrooms if they're dried.
So...
1. Are magic mushroom seeds legal? Like cannabis seeds are, afaik.
2. Is it legal to grow them?
3. Is it legal to possess them if they're FRESH? Not dried.

Magic Mushrooms (psilocybin) were made a Class 'A' Drug under the 2005 Drugs Act.

Under Clause 21 of the Drugs Act 2005, it is now an offence to import, export, produce, supply, possess or possess with intent to supply magic mushrooms, including in the form of grow kits. It is therefore illegal to grow them and possess seeds
In July 2005, much to the disappointment of some festival goers, fresh magic mushrooms also became a Class A drug under Section 21 of the new Drugs Act 2005.

However exceptions will be made for people who unknowingly pick the mushrooms in the wild or find them growing in their garden.
