At what point can a person put a restraining order on another for supposed harassment on the phone ?

At the point where they can prove by current law for that jurisdiction to a district atty that the communication has risen to the level of harassment.

Are you harassing someone on the phone? or are you being Harassed yourself? My advice is just do not call the person anymore if you are harasser but if you are the harassee then change your phone number...Problem solved either way
