Can A landlord charge for water after he was already paying for it?

I lived in this house for seven years and he always paid for the water.

To add to the first answerer: Since he has been paying for the water for seven years, he has created the terms of an impled contract to do so. Therefore, if you do not have a contract at this time, he would have to draw up another one (novate it) and have you agree to sign it before he can legally charge you for the water.

It's the same as if he wanted to raise the rent in some states/provinces. First, he must give you sufficient notice of the increase, so that you can move if you can't afford it, and then a new contract must be drawn up to make it enforceable.

You should have a contract when you agreed to live there and pay rent. if it says he is going to pay for something in the contract then he is suppose to pay and you could take him to court for that if it doesn't he can make you pay for it.
